This is Elton Slusser WW1 Veteran,  (from the back of photo) "No relation to us. Died 1971. Fred Ruttlidge bought his farm. This pic was in house. Saved it because of uniform. Chevrons are for overseas service. The shoulder patch is for advance section, supply service."

Source: Thanks to Andy Rice!  No idea who the original handwriting was. However, the photo may have been passed down to Sylvia Miller Jones. Her father Charles L Miller and Elton Slusser's mother Alice Miller Slusser were brother and sister.
