SOUTH BEND - Cecil C. Troutman Jr., 84, passed away on March 25, 2010. Loving husband of the late Phyllis A. (May) Troutman, he is survived by three children, William and Pamela Troutman of St. Charles, MO, Thomas and Cynthia Troutman of Cape Girardeau, MO, and Cecilia and Kevin McCoy of St. Peter's, MO. He is also survived by four grandchildren, three great-grandchildren and two brothers, John and Jim Troutman. A graveside service will be held in the Garden of Christus on the grounds of Chapel Hill Memorial Gardens, 10776 McKinley Highway, Osceola, at 10 am, Friday, April 30. Military rites will follow before burial.
