Phillip D. Barkley, 72, of 50690 Portage Road, South Bend, Ind., passed away after an illness, at 3:20 a.m. on Saturday, Aug. 7, in his home.
Mr. Barkley taught school for 35 years in the South Bend Community School Corporation; at Studebaker, Perley, Central and LaSalle.
He also served on the St. Joseph County Council for 25 years, serving as president from 1986 to 1995. While serving on the council, Mr. Barkley proposed the establishment of the Vietnam Veterans Memorial Commission, resulting in the Vietnam Memorial at Howard park.
He supported the Juvenile Detention Center; County Jail expansion; and Michiana Regional Airport and Parks Systems. Mr. Barkley was instrumental in working with INTEC and INKOTE to locate their facilities in New Carlisle; served as a council representative on the Area Plan Commission; wrote the ordinance for establishing the St. Joseph County Airport Authority; wrote the ordinance to purchase St. Patrick's Park, Baugo Creek-Spicer Lake Nature Preserve; served as chairman of the Water committee that had the wells replaced in German Township that were dewatered by the S.B. Waste Water Treatment Plant; and was a charter officer of Fair Tax Association.
Mr. Barkley served as Vice Chairman of the Northern Indiana Commuter Transportation District (South Shore Railroad) and was a board member from 1986 to 1995; a board member of Project Future from 1986 to 1995; Adult 4-H Booster Club, Charter member; member of German Township Advisory Board; Chairman of Clay, German and Portage Anti-Annexation Committees; and a past staff member of Camp Eberhart for 10 years.
Mr. Barkley was born on Sept. 7, 1926 to Ted and Edna (Waggoner) Barley in South Bend. He attended Monroe Grade School, Riley High School, Indiana University, Bloomington, Ind., and earned his B.S. & M.A. from the University of Notre Dame, graduating Cum Laude. While at Notre Dame he married Phyllis M. Galvas on Aug. 21, 1948.
Surviving with his wife Phyllis are their five children, Laura (Bobby) Cleek of Briarwood, Wis., Thomas F. (Muriel) Barkley of New Carlisle, Robert G. (Janice) Barkley of Columbia City, Ind., Christopher J. (Susanne) Barkley of New Carlisle, and John F. Barkley of New Carlisle; seven grandchildren, Kimberly (Christopher) Leigh-Manuell, Andrew Barkley, Kathryn Barkley, Jacob Barkley, Samantha Cleek, Zachary Cleek and Danyell Barkley.
Mr. Barkley was preceded in death by his parents and a sister, Elaine Bennett who died on Dec. 12, 1997.
Mr. Barkley attended Corpus Christi Catholic Church; served in the U.S. Army, in the pacific Theater on Sabau Island during World War II; was a member of the American Legion; St. Joseph County Retired Teachers Association; and Vice President of the Indiana State Teachers Nitca Board.
Mass of Christian Burial will be held at 9:30 a.m. on Tuesday, Aug. 10 in the Basilica of the Sacred Heart, at the University of Notre Dame, with Rev. William Seetch, C.S.C. officiating.
Interment will follow in Riverview Cemetery
Friends may call from 2 to 8 p.m. today, Aug. 9 in the Kaniewski Funeral Home, 3545 N. Bendix Drive, South Bend, where a Rosary will be prayed at 4 p.m.
