Washington Aug 6 - Brigadier General William F. Spurgin retired, of this city died of apoplexy today at Carlisle, Kentucky. A native of Kentucky he began his long military career in 1854 as a cadet at West Point. After three years as a volunteer in the Civil War, he was breveted major. He served with distinction in the regular service and two years ago retired at his own request.
