James Irvin Miller, 79, who was United Press International Vice President and general manager in South America for nearly a quarter of a century, died Monday night at his Paris home.  Miller established the news network through which United Press International today serves nearly 700 subscribers in South America.  He met and interviewed world leaders ranging from David Lloyd George to Franklin D. Roosevelt.  A former amateur boxer, Miller discovered Argentine heavyweight Luis Angel Firpo, known as the “wild bull of the Pampas.”  Miller had made his home in Paris since shortly after World War II.  He had continued active work until about three years ago when failing health forced him to give it up progressively. After medical treatment in the United States last winter and spring he returned to Paris early this summer. – kbz
