Betty Jane Spencer, 71, Rockville, died 12:10 p.m. Tuesday in
Heritage House of Clinton, Clinton.
Mrs. Spencer retired from Bellmore County Store.
She founded Parke County Victims Advocate Foundation, was
first Parke County Victim Assistant, served as Executive Director
for Florida MADD (Mothers Against Drunk Driving) and Victim
Service Coordinator for Georgia MADD. She served on Flordia
Governors 70% by 1990 seat belt compliance, coordinating council
for victim's rights and services, and the Florida Victim Witness
Board.
She was a member of National Organization for Victim
Assistance (NOVA), where she served six years on the board of
directors; a national speaker victim's rights; lobbied six years
for stronger criminal and crime victim laws; and helped change 56
Indiana laws. She was a charter member of Protect the Innocent.
She had articles published in Wayne Law Review, Bereavement
Magazine and USA Today. She received many local, state and
national awards for her service and was awarded by President
Ronald Reagan three times.
She was born Jan. 18, 1933, at Jamaica, Ill., to Herbert J.
and Frances Bantz Miller.
Survivors include a step daughter, Diane Kissick, Marshall,
Ind.; two brothers, Roger Dale Miller, Columbus, Ind., and
Herbert Miller, Mesa, Ariz.; two sisters, Dorene Nyce, Kansas
City, Mo., and Mary Ellen Hutson, Marshall, Ind.; and two
stepgranchildren.
One son Greg Brooks and three stepsons, Raymond, Reeve and
Ralph Spencer are deceased.
Funeral services are scheduled 10 a.m Saturday in Rockville
Christian Chruch, west on U.S. 36, with the Revs. Dick Lord and
Lynn Coleman officiating. Burial will follow in Mount Moriah
Cemetery, north of Hollandsburg. Friends may call 4-8 p.m. Friday
in Gooch Funeral Home, 112 Howard St., Rockville.
