What is the best way for city government to manage and promote growth in the city?

|We hired PKG (Pflum, Klasmeier, Gehrum) held public meetings and have just completed a new 20 year comprehensive plan with economic and demographic projects and a thoroughfare plan for our city. We will have new zoning maps made. We are working closely with the state chamber of commers, county government, industry leaders and the Downtown Merchantas Association to attract new business and industry by promoting our strengths and offering tax abatement, job training and infrastructure assistance.  
What would be your top 3 priorities?  1. Secure more jobs by creating a positive business and industrial climate and by using tax abatement and other inducements to attract new industry and encourage age expansion.  2. Upgrade services such as paving more streets, expanding curb side recycling city side and upgrading our basic ambulance service to a paramedic service.  3. Improve the quality of life for citizens through major neighborhood improvement projects which would involve streets, water lines, storm sewers, street light, fire hydrants, alleys …
