Isaac Clements, retired from the salloon business had only consumed 3 months of the time for which he had paid the $100 county and state license for a saloon on North Washington Street.  He waited upon the county commissioners and politely asked to be reimbursed with $75 of the license money. He was told that such was impossible as the funds had been distributed and the Board had no choice in the matter; also, that so long as he was not insane or dead and there was a license out in his name for a certain room no license could be issued to anyone else for the room. - transcribed by kbz
