    The Superintendent shall make a monthly report to the Trustees of the condition and operation of the Works on the first Monday of each month, with such other duties as the Trustees may prescribe.
    The Trustees through the Secretary shall make a monthly report to the Mayor and Board of Common Council of the Receipts and Disbursements of money belonging to the Water Works, and all moneys collected for Water Works purposes shall be deposited weekly with the City Treasurer and shall be subject to the order of the said Trustees, and all orders drawn by said Trustees on the City Treasurer shall be signed by two of the Trustees, countersigned by the Clerk of the Board of Trustees.
    All water rents are due quarterly and semi-annually in advance on the first days of March, June, September and December, to the Collector of Water Rents, and if not paid within ten days thereafter the water will be shut off and when turned off for non-payment will not be turned on again until all rent and costs are paid.

Organization of Board on the first Thrusday in June. Regular meetings of the Board every first and third Thursdays. Teachers appointed at the first regular meeting in June. All accounts against the Board of Education shall be handed to the Superintendent before the first regular meeting of the Board in each month. Bills will be acted upon at the first and second regular meetings of each month, and orders issued for the same on the following day.

Boundaries of School Districts.
District No. 1
Shall embrace all of that portion of the city west of West street for the Seventh Year Grade and west of Elm street for Lower Grades.
District No. 2
Shall consist of the portion of the city situated between Elm and Main streets for all grades below Seventh Year Grades.
District No. 3
Shall comprise that part of the city north of Fifth street and between Main and Baltimore streets for all grades below the Fifth Year.
District No. 4
Shall include that part of the city east of West street for Seventh Year Grade; south of Fifth and between Main and Baltimore streets, for all grades below the Fifth Year; and east of Baltimore street for all grades above the Third Year.
District No. 5
Shall embrace all that part of the city east of Baltimore street for all grades below the Fourth Year.
District No. 6 (Colored School.)
Situated on Broadway bet Fourth and Fifth streets, receives pupils from all parts of the city.
The City High School.
Northeast corner of Second street and Central Avenue, receives pupils from all parts of the city.
The middle of each street is the boundary line of the several districts, and the pupils residing in one district will be required to attend the school of such district, except in case of removal, or when transferred for other sufficient cause by authority of the Board of Trustees, on recommendation of the Superintendent.
