Thomas C. Emshwiller, 62, of Covington died Tuesday, May 3, 1 1977 at his home. He had been payroll manager for General Electric at Danville, Ill. for 23 years and was director of Industrial Relations .for Aerosol Techniques Inc., at Danville for the past 10 years. A graduate of Blufton High School, he attended the University of Wisconsin and had resided at Covington since 1946. He was a former Covington city councilman for eight years, former Democratic city chairman, a delegate to the Democratic state convention for several years and Fountain County Democratic chairman sine 1964. He served as treasurer of the 7th District Committee. He was a member of Covington United Methodist Church; Fountain Lodge 60, F&AM; former secretary of the lodge; past patron of Troy Chapter 145, OES; Ferguson Club; Danville Chamber of Commerce; and associate guardian of Bethel 57 of Jobs Daughters. Born May 14, 1914, at Montpelier, he was a son of Fred Owen and Inez Craven Emshwiller. He was married to Jean Hammond on Sept. l, 1939. She survives. Surviving also are a son, Jon of Crown Point; two daughters, Mrs. James (Joan) Cline of Covington and Mrs. Paul (Jane) Moore of Hastings, Mich.; and five grandchildren. Two brothers are deceased. Services will be at 2 p.m. Friday in Bodine & Shelby Funeral Home with the Rev. Robert Miller officiating. Burial will be in Mt. Hope Cemetery. - jlr

  Covington, Ind.—Tom C. Emshwiller, 63, of 808 Third, Covington, died at 10 p.m. Tuesday, May 3, 1977, at his home.
  Mr. Emshwiller had resided in Covington since 1946 and was a former resident of Decatur, Ill., and Bluffton, Ind. He was a graduate of Bluffton High and attended the University of Wisconsin.
  He had been payroll manager at the General Electric Plant in Danville for 23 years and for the past 10 years, was director of industrial relations for ATI Inc. in Danville.
  Mr. Emshwiller served two terms on the Covington City Council. He was Democratic chairman for Covington and Fountain County Democratic Chairman since 1964. He also had served as treasurer for the 7th District Democratic Committee and was elected delegate to state conventions several times.
  He was a member of the Covington United Methodist Church, Ferguson Club and Danville, Ill., Chamber of Commerce. He was a former secretary of Fountain Masonic Lodge 60, a past patron of Order of Eastern Star Chapter 145 and a former associate guardian of Bethel 57 Jobs Daughters.
  Born May 14, 1914, in Montpelier, Ind., he was the son of Fred O. and Inez Craven Emshwiller. He was married Sept. 1, 1939, to Jean Hammond, who survives. Other survivors include a son, Jon of Crown Point; two daughters, Mrs. James (Joan) Cline of Covington and Mrs. Paul (Jane) Moore of Hastings, Mich.; and five grandchildren.
  He was preceded in death by two brothers.
  Services were held at 2 p.m. Friday at the Bodine & Shelby Funeral Home. The Rev. Robert Miller officiated. Burial was in Mt. Hope Cemetery. Friends were received Thursday at the funeral home, where Masonic services were held at 9 p.m. Thursday. -s
